County office completion pushed back

By Joseph Quigley
Tuesday, February 28, 2017County office completion pushed back:

The completion date for construction of Lac Ste. Anne County's new administrative building is being pushed back two weeks to March 21.

The completion date for construction of Lac Ste. Anne County's new administrative building is being pushed back two weeks to March 21.
Mike Primeau, county manager, delivered a report on the status of the new office during the county council meeting on Feb. 23. He said that though the build is making good progress, extra time is required.
“I'd rather have a project completed correctly on (March 21) than that is rushed to meet the (March 7 deadline). We're going to get there. We want to have it so it's done right,” Primeau said. “I'm a little frustrated with the two weeks, but I can live with it.”
Primeau explained that the last part of the build includes a lot of time-consuming technical systems, including the alarm and phone system.
Coun. Wayne Borle said delaying the end date for construction was the right thing to do in this case.
“If it takes an extra week or two to make sure it's done right, by all means, that's the only way to go,” Borle said. “If you don't do that, it's going to come back and haunt you. What's another two weeks?"
Primeau also said there have been issues with the contractor for the build, Casman, and the company not taking full responsibility over delays in the project.
“There's a little bit of frustration on our end. In my eyes only, I feel that Casman just doesn't take ownership of any of it,” Primeau said.
He later added that he would fight hard against any claim made by Casman as a result of additional hours spent working, given the delay in the construction end date.
“I will fight tooth and nail if they think they're going to get any claim because it's all on them, it has nothing to do with us,” Primeau said. “We'll keep you updated on it."
Council unanimously voted to accept the report as information.

  1. LSAC Updated their Administration Building Project Status Updates on their Web Site after our Post on Friday April 7 2017. The Update to the Building is Back Dated As March 15 2017 and Reads as Follows:

Project Status Updates March 15, 2017

The contractor is currently working to complete the project such that the County can move-in by May, 2017. Based on the review, the progress on site has been gradual and some of the activities, especially the building envelope, are taking longer than expected. The project is on budget even with the potential delay costs.

    Construction Status

Casman has confirmed that they are aiming to have the project substantially completed by February 8, 2017 and a final completion and County move-in date by end of May, 2017.
